Yes, they can, in moderation. Dates are 70% carbohydrates, mainly in the form of sugar. However, they will not raise blood sugar quickly because they are low glycemic. It may even help control type 2 diabetes. Nonetheless, we recommend those with diabetes to consult their physicians as well.
